Description The Position The Turlock Irrigation District is currently looking for qualified candidates to assume the role of IT Security Manager and become a valuable member of our IT Department Team.

Desired Candidate Qualifications Candidates with prior experience in the North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) standard, including active participation in NERC CIP audits.
Proficient in handling information security processes encompassing prevention, detection, and response for both IT (Information Technology) and OT (Operational Technology) infrastructures.
Skilled in IT information assurance and the implementation of corporate security programs.
Outstanding ability to effectively communicate, both verbally and in writing, on cyber security matters with staff members at all levels within the organization.
JOB SUMMARY Under general direction, the Information Technology Information Security Manager is responsible for the planning, designing and maintenance of the District’s cybersecurity programs to meet regulatory obligations and data protection requirements.
Collaborate with various departments in the organization to promote cybersecurity practices and to reduce cyber risks.
Provide strong technical leadership, resourceful, confident under pressure and demonstrated skills in designing and deploying solutions.
Oversee the creation and maintenance of cyber systems and procedures to protect against cyber threats.
Serve as the District’s information security technical subject matter expert with external agencies, vendors, consultants and the public.
Examples of Duties DUTIES AND RESPONSIBILITIES Oversee the preparation and update of cybersecurity program and procedures to meet North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC) mandatory standards including Federal Energy Regulatory Commission (FERC), Homeland Security, and other governmental mandated requirements.
Design security architecture elements to mitigate threats.
Develops security solution technical requirements and specifications.
Perform security assessments, identify gaps in existing security architecture, and recommend changes or improvements.
Engage in security review and consultation during the design and implementation phases of new projects.
Communicate security requirements to technology teams.
Assist in developing disaster recovery and business continuity plans.
Identify and prioritize system functions required to promote continuity and availability of critical business processes such that in the circumstance of system failure critical business functions are restored or recovered promptly.
Keep abreast of current trends in cybersecurity.
Perform joint staff development activities, which may include attending technical seminars and conferences and the development of implementation and training plans as necessary, as well as the ongoing mentoring and development of staff.
Comply with all District rules, regulations, policies and procedures.
Must satisfy existing District security clearance or background check requirements.
Perform other related duties as required or assigned by supervisor.
Required to provide 24/7 support as assigned.
Typical Qualifications QUALIFICATIONS Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be: Education Usually exhibited by a person with a Bachelor's Degree, typically with a major or minor in cybersecurity, information assurance, computer information systems, computer science, engineering or related field.
Candidates with Master of Science degree in Cybersecurity and/or Information Assurance is desirable.
CISSP, CISA, CISM, or other relevant security related designation(s) desirable, but not required.
Experience Usually exhibited by a person with ten (10) or more years of experience as an IT System Engineer and/or IT Network Engineer related to maintenance and support of complex enterprise business environment.
Positions in this class will have expert-level experience with respect to system design, implementation and maintenance of large systems, project management, strategic planning, applications and workflow analysis, systems integration and hardware/software procurement.
Experience in identifying gaps in existing architectures.
Experience in designing security architectures to mitigate threats.
Knowledge of capabilities and applications of network equipment including firewalls, routers, switches, servers, transmission media, and related hardware.
Knowledge of network access, identity, and access management (e.
g.
public key infrastructure, Oauth, OpenID, SAML, SPML).
Knowledge of application firewall concepts and functions (e.
g.
single point of authentication enforcement, data anonymization, DLP scanning, SSL security).
Supervisory experience desirable but not required.
Skills and Abilities Interpersonal and Communication.
Communicate clearly and concisely, both orally and in writing.
Work cooperatively with all District staff levels including executive, management, and support staff.
Maintain a positive work atmosphere by acting and communicating in a manner so that you get along with customers, clients, co-workers and management.
Technical and Analytical.
Knowledge of cybersecurity analysis, programming and testing procedures utilizing District standard computing platforms; methods, practices and principles involved in maintaining an effective cybersecurity program; work on multiple tasks concurrently; analyze and resolve technology system problems; and properly interpret various situations in accordance with existing laws, rules, regulations and policies.
Knowledge of cybersecurity compliance standards and regulatory mandates.
Administration and Operations.
Must be able to effectively plan, prioritize, organize, and direct staff to provide the operational goals established for the area of responsibility.
Ability to plan, budget and administer funds to provide continuous operation of assigned responsibilities.
Supplemental Information Necessary Special Requirements Possession of an appropriate California driver's license.
Must file a Statement of Economic Interest in compliance with Governmental Code Section 8100.
