About the Opportunity
ABOUT THE POSITION
Under general direction, incumbents are required to provide supervision of dispatch personnel bearing full charge responsibility for the operation of the Regional Emergency Dispatch Center on their assigned shift.
As needed, dispatch public safety personnel and equipment and to perform related duties as required.
The Dispatch Manager is the full supervisor management level requiring incumbents to possess all the capabilities of the lower classes found in the Dispatcher series.

Unless otherwise provided, this position is part of the Unclassified Service of the County and is considered "at-will" and designated Management for labor relations purposes.
Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.
Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks Provide leadership in developing and obtaining a commitment to accomplishing the goals and objectives which support the mission of the Department; Plan, assign, and coordinate shift and position assignments for subordinate personnel; Participate in the development of the strategic plan, goals, objectives, policies, and procedures and to formulate specific plans for their implementation; Develop policies and procedures.
Recommend, plan, and assign training.
Act for superiors in their absence; Manage personnel issues, including disciplinary action and evaluations, recruitment and selection of personnel; Brief superiors as needed of any major operational problem and the Department of Emergency Services Coordinator relative to major emergencies or disasters; Ensure proper personnel are notified in the event of system failures.
Manage the day-to-day operations of the Emergency Communications Center.
Prepare dispatch operations reports statistics and studies as needed; Participate in quality assurance programs to include coordination, evaluation of procedures, generating reports, trending data, and providing feedback; Participate in education of community on the uses and overall operation of Stanislaus Regional 9-1-1 Center; Participate in meetings and committees as assigned that have to do with the on-going operation of the center and future changes.
Collaborate with external stakeholders.
Strategically build and maintain relationships with community partners.
Analyze new processes and regulations and assist with implementations.
Participate as a positive contributing member within a collaborative team, utilizing conflict resolution techniques.
Other duties as assigned.
Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience) KNOWLEDGE General function of a public safety answer point serving law enforcement and fire agencies.
Techniques, procedures, and methods used in the operation of public safety communications systems; Leadership techniques including supervision, training, and quality assurance.
Working knowledge of the proper use and care of radio, telephone, and computer equipment; and Federal Communications Commission rules and regulations as it relates to public safety operations.
SKILLS/ABILITIES Apply written and oral instructions, to reason clearly, analyze situations accurately, and adopt an effective course of action quickly; Provide managerial direction to subordinate personnel; Apply rules and regulations and interpret them accurately; Function effectively in a leadership role in team projects and committees; Function efficiently and calmly under pressure; and Assist in investigating department wide incident reports Communicate clearly, concisely, and professionally with multiple agencies EDUCATION/EXPERIENCE Graduation from high school or possession of the high school level General Education Development (GED) Certificate; AND Four (4) years progressively responsible 911 dispatch experience DESIREABLE EDUCATION/EXPERIENCE In addition to the minimum qualifications, applicant screening will focus on the following desirable qualifications.
