DEFINITION Under general direction, supervises, assigns, reviews, and participates in the management and administration of a workgroup within the Information Technology division.
Directs workgroup in performing; project planning, research of technology solutions, defining system requirements, performing analysis studies, designing and implementing technology solutions and maintenance of existing technology solutions.
Maintains best IT practices by; fully defining system requirements, identifying and addressing all system interfaces, performing system testing, monitoring system performance and completing system documentation.
Consults with client departments to define customer needs; provide training, provide consultation to customers and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED Receives general direction from the IT Manager.
Exercises direct and general supervision over assigned staff.
CLASS CHARACTERISTICS This is a full supervisory-level classification responsible for designing, implementing, and maintaining the County’s information technology portfolio, including software, hardware, maintenance, configuration, documentation and performance monitoring.
Responsibilities include providing subject matter expertise on technology analysis, database concepts, process mapping, data networking, telecommunications, and information security to County support staff.
Successful performance of the work requires extensive knowledge of information technologies, customer communication, data integrity and all of the elements necessary to support County IT operations.
The incumbent organizes and oversees day-to-day information technology administration activities, projects, and programs for the assigned work group.
Each workgroup is responsible for providing professional-level information technology support to all County Departments and Divisions.
This class is distinguished from the Networks/Systems Analysts in that it has full supervisory authority in planning, organizing, and directing analysts providing assistance to system users for computer applications, system interfaces, networking and supporting peripheral hardware.
This class is distinguished from the IT Manager in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of information technology operations for the County.
Minimum Qualifications EDUCATION AND EXPERIENCE: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.
A typical way to obtain the required qualifications would be Equivalent to the completion of an Associate’s degree in computer science, information technology, or a related field and four (4) years of progressively responsible experience in application management, computer systems, systems analysis, as well as supervisory experience.
LICENSES AND CERTIFICATIONS: Possession of a valid California driver’s license and a satisfactory driving record.
